[January 2005 to present] Deputy Director, National Infrastructure Institute - Center for Infrastructure Expertise: Duties include but not limited to chairing and coordinating various sub-committees for the Canada US (Containerized) Cargo Security Project and researching technology developments to improve maritime and port security e.g., “U.S. Virtual Sea Border Concept”.
[May 2002 to present] Contracted Consultant and ISM Code / ISPS Code / ISO Auditor, Teekay Shipping (Canada) Ltd.: Use in-depth knowledge of various U.S. and international port operations and regulations in support of the shipping company’s marine operations management system.
RECENT USCG ACTIVE DUTY EXPERIENCE (since 9/11/01):
[October 2005 to November 2005] Co-leader / Chief of Staff, Joint Field Office Baton Rouge, Post-KATRINA Clean-up Operations: Oversaw USCG involvement within Emergency Support Functions to do with oil and hazardous material clean-up (ESF10), vessel wreck removal and marine debris (ESF3), and port security (ESF13).
[January 2004 to October 2004] Maritime Transportation Security Specialist: Oversaw Area Maritime Security Planning for USCG Commander, Sector Northern New England, including worst-case scenarios. Developed and implemented unit’s oversight protocol for final stage regional reviews of area facility security plans.
[From March 2003 To August 2003] Supervisor, USCG Marine Safety Field Office Portsmouth, NH: Performed pre-arrival safety and security inspections of LPG/Cs. Oversaw regulatory compliance activities within the port of Portsmouth, NH, including port security operations associated with LPG/Cs.
[From September 2001 To October 2001] Designed and developed the vulnerability assessment process for the area of responsibility defined by USCG Captain of the Port zone, Puget Sound, WA.
COMMERCIAL EXPERIENCE AND PAST EXPERIENCE:
• [From October 1993 To April 2002] Loss Prevention, Safety & Quality Manager (LPSQ Mgr.), Incident Commander, and Designated Person Ashore with Teekay Shipping (Canada) Ltd.: Established major shipping conglomerate’s health, safety, security, quality, emergency preparedness and environmental protection culture. Controlled department’s $1.3M budget. Successfully coached 10 person staff and successfully implemented major shipping company’s web-based Marine Operations Management System. Orchestrated numerous emergency response scenarios.
[From January 1990 To September 1993] Professional Educator with Texas A&M University’s Engineering Extension Services Branch. Developed and delivered numerous lesson plans, including hands-on exercises associated with maritime and in-land hazardous material emergency response.
[From April 1986 To December 1989] Chief of Port Operations and Marine Inspector, USCG Marine Safety Office, Port Arthur, Texas. Performed hundreds of marine inspections for all types of commercial vessels, and oversaw regulatory oversight of port operations for ports of Port Arthur, Beaumont and Orange, TX.
[From June 1984 To March 1986] Engineering Watch Officer & Damage Control Assistant on board medium endurance USCG Cutter RESOLUTE (210’ LOA, 1800 BHP (diesel red.), 1000 KW, CPP); operated/maintained ships engineering plant & fully prepared & directed ships staff to respond to any emergency, including CBRNE.
